2026 Texas Motorcycle Safety Forum Program and Presentations
The Forum’s program included a general opening session with a keynote address and an awards presentation. This was followed by two breakout sessions and one general session in the morning, lunch, then two general sessions and two breakout sessions in the afternoon.
Opening and Awards
The Opening Session began with Maurice Maness, Chair of the Texas Motorcycle Safety Coalition and Task Force, welcoming attendees to the 2026 Texas Motorcycle Safety Forum and introducing the session speakers. His opening remarks set the stage for a shared commitment to improving roadway safety and reducing fatalities.
Cathy Brooks of the Texas A&M Transportation Institute provided a brief overview of motorcycle crash trends in Texas from 2023 to 2025.
The session also included the 2026 Motorcycle Safety Awards presentation, during which Maurice Maness recognized outstanding contributions to motorcycle safety. The Difference Maker Award was presented to Dennie Spears, who was not in attendance, and the Champion Award was presented to Mike Dumdie, Motorcycle Safety Program Manager at Goodfellow Air Force Base in San Angelo.
The session concluded with the keynote address, A Practical Path Toward Zero, delivered by Eric Teoh of the Insurance Institute for Highway Safety (IIHS). The presentation highlighted the rise in roadway fatalities despite Vision Zero efforts and introduced “30×30,” a data-driven initiative to reduce traffic deaths by 30 percent by 2030 through practical, achievable strategies focused on policy, infrastructure, and vehicle safety improvements.
Breakout Session: Prehospital Blood Programs & Trauma Outcomes — Advancing Care for Motorcyclists and All Crash Victims
Dr. C.J. Winckler, from the University of Texas Health Science Center at San Antonio, discussed the vital role of prehospital blood programs in enhancing survival for patients with traumatic injuries — including motorcyclists — by enabling emergency medical teams to administer lifesaving blood products before hospital arrival. His presentation detailed how early blood intervention in the field can stabilize severe bleeding, reduce preventable deaths, and strengthen trauma care outcomes in the prehospital setting.
Breakout Session: Enhancing Safety During Traffic Stops — Law Enforcement & Rider Perspectives
Kolby Musick and Maurice Maness of the Texas Motorcycle Safety Coalition facilitated a session that brought together law enforcement and motorcycle rider perspectives to explore strategies for safe interactions during traffic stops. The discussion addressed best practices for reducing risk, including rider and officer responsibilities, and touched on related topics such as street racing and broader rider–law enforcement interactions.
General Session: Emerging Motorcycle Technologies: Enhancing Rider Safety and Future Standards
Dieter Weber of Robert Bosch LLC presented on advanced technologies being developed to improve motorcycle safety, including systems designed to prevent crashes and enhance rider awareness. The session also explored emerging safety standards and the evolving role of vehicle technologies in supporting safer riding environments.
General Session: ADAS Testing with Motorcycles — Emerging Insights and Research
Eric Teoh of IIHS shared the latest research on how advanced driver assistance systems (ADAS) interact with motorcycles, highlighting detection challenges, real-world performance, and opportunities to prevent more crashes. The session covered recent test-track findings and emerging strategies to improve crash avoidance technology for motorcycle riders.
Breakout Session: Gas, Rubber, and Risk: Understanding the Real Cost of Motorcycle Tires
Motorcycle tires are a critical safety component, yet many riders underestimate both their cost and how quickly they wear during normal riding. Daniel Hernandez of DBB Powersports described new ways to communicate the value of tires to newer riders. One practical comparison is fuel consumption. Every ride uses both gasoline and rubber, but riders usually only think about the cost they see at the pump. By reframing tires as a normal operating expense similar to fuel, instructors and safety professionals can help riders better understand tire replacement, plan for the real cost of riding, and avoid operating motorcycles on worn or aging tires.
Breakout Session: Automated Vehicles & Motorcycle Safety
Bart Teeter and Andy Burnett from Bot Auto described some ways that autonomous vehicle technologies can improve roadway safety — including interactions with motorcycles and other vulnerable road users. The speakers explored practical strategies for deploying driverless commercial vehicles responsibly, minimizing human error, and enhancing detection and response around motorcycles and mixed traffic environments.
General Session: Rider Education & Training in Texas
Shanisty Villanueva, Texas Department of Licensing and Regulation, provided an overview of the Texas Department of Licensing and Regulation (TDLR), with a focus on instructor requirements and the structure of the state’s motorcycle safety curriculum. Her presentation provided information about how instructors are trained and certified, as well as the key components and standards that guide motorcycle education programs in Texas.
